Yes, Lord Buddha is an incarnation of the Supreme Lord with the purpose of decreasing the misuse of Vedic sacrifice for unnecessary animal slaughter by the supposed followers of the Vedas. In the last question I believe you are referring the Mother Yoshoda, if so she is Lord Krishna's mother during His manifest pastimes here on earth and also in Goloka, Lord Krishna's eternal abode. Laxmi, the goddess of fortune is the eternal consort of Visnu.
